CCT 413 Referans Besiktas Project

Referans Besiktas is a residential complex in the Abbasaga neighborhood of Istanbul's Besiktas district, on the hillside above the center of Besiktas. The site lies on Uzuncaova Caddesi and is bounded by Gazino Sokagi, Bostanustu Dere Sokagi and Ayyildiz Sokagi, a short walk from Abbasaga Park, the Ihlamur Pavilion and Yildiz Technical University. The center of Besiktas and the Bosphorus shore lie downhill to the south and east.

The project is developed by Kiler GYO, a real estate investment trust listed on Borsa Istanbul, in a joint venture with Biskon Yapi. It is built on land owned by TOKI, Turkey's state housing administration, under a revenue-sharing contract signed in July 2021; under that contract 177 of the homes are built for and handed over to TOKI, and the homes offered for sale are in blocks C, D, E, F and G. The architecture is by Murat Kader, the landscaping by Spiga Peyzaj (Basak Tas Ozdemir), and the interiors and community spaces by Sinan Kafadar of Metex Design.

Ten low-rise blocks, A to J, stand around a landscaped central courtyard on a plot of 16,377 sqm, with a total construction area of 79,089 sqm. Each block has a ground floor and four to seven upper floors above two to four basement levels, 8 to 12 storeys in all; on the sloping site some of the lower levels hold homes as well. The developer's year-end 2025 valuation report counts 352 homes, 175 of them in the five blocks on sale. Garden duplexes with private gardens occupy the lower levels, duplexes with roof terraces the top floors, and the developer stresses wide balconies, terraces and gardens throughout. The developer says the upper floors look out over the city, and its visuals show the Bosphorus from the top-floor terraces.

Building permits were issued in August 2022, and the plans for blocks F and G were revised in 2023. The year-end 2025 valuation report put construction at about 70%: the shells of all blocks were complete, interior finishing was about 75% done, and the elevators, heating and indoor car park were about half finished. In its report for the period to 30 September 2026, Kiler GYO lists Referans Besiktas among its ongoing projects, with sales and construction continuing; that report gives no handover date.

The developer's current list offers 1+1 apartments of 65 to 90 sqm, 2+1 of 132 to 183 sqm, 2.5+1 of 184 to 338 sqm, 3+1 of 159 to 241 sqm and 4+1 of 236 to 329 sqm, along with 4.5+1 duplexes of 393 to 400 sqm, a 5.5+1 duplex of 502 sqm and a 6.5+1 duplex of 483 sqm, all as total areas given by the developer. The plan sheets show, for example, a 3+1 flat of 126 sqm net on the first floor of block C, garden duplexes with private gardens of up to 138 sqm, and a top-floor duplex with a roof terrace of 154 sqm. The larger layouts add a maid's room with its own bathroom.

About 900 sqm of community spaces hold an indoor swimming pool, men's and women's changing rooms, a fitness area, a sauna, a steam bath, a Turkish bath, and massage and relaxation rooms. The courtyard gardens have walking paths, pergolas, private garden lodges, cascading ornamental pools, a lawn activity area and rest areas around an entrance square. The complex has 24-hour camera surveillance, private security staff and an indoor car park in the lower levels.

The developer puts Abbasaga Park 600 m away, the Ihlamur Pavilion 700 m, City's Nisantasi shopping center 1.3 km, Zorlu Center 2.7 km and Akmerkez 4.2 km; Istanbul Technical University's Macka campus is 1.4 km and Yildiz Technical University 1.5 km away, and Acibadem Fulya Hospital and the American Hospital are 1.4 and 1.6 km away. Valuation reports filed by the developer place Barbaros Boulevard about 500 m on foot, Besiktas square about 800 m, the Besiktas ferry pier about 1 km, the Zincirlikuyu metro and metrobus stations about 2 km and the 15 July Martyrs Bridge about 2.2 km away. Istanbul Airport is about 43 km by road.
